Annotation Framework Structure

There have been discussions related to two approaches to creating the NSDL Annotation Framework(s).
- One uses an all-in-one approach where a single framework is used to define all possible annotation types and allows multiple pieces of annotation data about a resource to live in the same annotation object.
- The other uses a single individual framework to define each annotation type.
