Question: How is primary content going to work? Can it be used as a content repository?

Response: Yes for content that can be served up with an http service. No for streaming and other media requiring specialized processing.

Question: Has there been any talk about how folks would like to use it?

Response: I can't say it's the dominant use case, but one that has been expressed is for storing user-contributed content, for example a PowerPoint a teacher has made to help teach a lesson on a particular topic. Imagine, for example, that in Teachers Domain users could upload resources into their folders and be able to save, retrieve, and even share their own materials along with the DL resources.
